Application Authorization Panel 8/14

Hello All!

In today's application authorization meeting we'll be going over Michael
Thornburgh's (zenomt) proposal here
https://github.com/solid/app-authorization-panel/issues/12 while relating
it to the use cases that we've already discussed.

We will also field more ideas. I think that after this meeting we might be
able to start defining the structure of what we want to build and we'll be
able to split them into projects.
