Making changes to AS2 and AP documents

So, a couple of group members have made PRs against the repo.

I prefer to open issues first and then create PRs after reaching consensus
on the direction.

I find that it helps us separate the purpose of the change -- the why --
from the mechanics of the change -- the how.

Does that process work for the group?
