New Webmention and Micropub drafts for review

Hi all,

I've gone through a bunch of the issues for Micropub and Webmention, and
have prepared new Editor's Drafts incorporating the suggestions where
appropriate. Please review the changes if you are interested. I've even
summarized the changes as part of the changelog of both drafts to make it
easy for you!

I would like to resolve to publish a new Working Draft with these changes on
Tuesday <https://www.w3.org/wiki/Socialwg/2016-03-01>, so I am sending this
