Reminder about reopening issues

Hi all,

While it's nice to see more discussion between calls I'd like to remind 
everyone that it is counter productive to bring up closed issues.

If you have new information that warrants reopening an issue, make the 
case for it. If the group agrees the issue will be reopened and you can 
then discuss it. Until then, please, refrain from discussing it. It just 
adds noise.
