ACTION-256 complete

I took on ACTION-256 
(http://www.w3.org/2002/ws/soapjms/tracker/actions/256) so that we could 
have issues tidied up, when Mark did not anticipate being able to get to 
it over the week.

This involved looking at issues reported by the PubRules checker:

I have made appropriate changes:

a) Added a "previous version" link.
b) Fixing up the SOTD section to link to the new disposition of comments 
document.
c) Fixing invalid XHTML (one rogue tag)
d) Updated the anticipated publication date to 2011-11-15
