Completion of ACTION-237 (Apply the resolution for ISSUE-65 - EXI)

I have completed ACTION-237 by applying the resolution for ISSUE-65 (Allow
EXI as characterization for XML in the JMS body) as detailed in Eric's
proposal from 6th December 2010 [3]
