Resolve issues, have a Disposition of Comments document to keep track of
all comments received during the first CR, then LC (status agreed or not
by the issuer, etc..).
Then transition to CR, calling for implementations (see
http://services.w3.org/xslt?xmlfile=http://www.w3.org/2005/08/01-transitions.html&xslfile=http://www.w3.org/2005/08/transitions.xsl&docstatus=cr-tr
). Of course, if all the tests and tests results are there, the transition
might be to PR, and there should be extra documents, like interop report
to prepare.
