(Lack of) proposal to resolve ISSUE-27

We have an open issue, #27, that is in need of a proposal.

Specifically, it points at version #6 of the URI scheme proposal, whereas #7 is current.

Seeing as we have just submitted the URI scheme for RFC editor publication, it doesn't seem to make sense to go ahead and close the issue after adopting the proposal, since the URL will change again.

My suggestion - an action item for me to update the editors copy of the spec, but that we leave this issue open for the time being.
