New draft of jms URI scheme

Attached, you'll find the HTML form of the updated URI scheme.

Mostly trivial changes:
 * Date
 * Moved two references from informative to normative.
 * Changed date reference on REF-Homograph
 * Most importantly, changed section 9, IANA Considerations to indicate
"Provisional" status.
