Appendix A:
* Some of the references are non-normative, but are not listed as such.
* References to some of the other W3C hosted specs are to the latest
versions, rather than a specific draft.

Proposal:

Divide section into two.  Part 1 normative, part 2 now gets:
[SOAP 1.2 Email Binding], [WSDL 2.0 Adjuncts] 
[WSDL 2.0 Core Language]

Text of all references to W3C specs should follow the pattern of SOAP MTOM - This version is at ....  The latest version is at ....
