Description:
Section 2.7.2:
There are three "MUST"s, two "SHOULD"s, and one "MAY" that are not
tagged as normative statements.

Problems:
 * These statements are not flagged.
 * Largely a restatement of [SOAP 1.2 Part 3: One-Way MEP]

Proposal:

Replace the entirety of section 2.7.2 with:

The receiving node follows the rules defined in [SOAP 1.2 Part 3: One-Way MEP].
