ACTION-124: counter-proposal for Issue-18

Hi everyone,
A few weeks ago, action-124 was opened for me to propose an alternative to 
the deletion of paragraphs 2.6.1 and 2.6.2 which Eric proposed as part of 
Issue-18.    Well, after re-reading Issue-18 and the relevant sections of 
the binding spec, I actually think we'd be better off to just delete those 
two paragraphs as Eric had intended.      So, I'm cancelling my 
counter-proposal :)

This completes my work for action-124
