SML & SML-IF specs updated

I updated both specs based on the decisions in the last week's call. The updates are:

1.    Changed implementation report links (feature list & test results) from the temp cvs location to the ones supplied by John.

2.    Updated doc status to match the PR request sent by John (http://lists.w3.org/Archives/Public/public-sml/2009Jan/0085.html).
