          Platform: PC
        OS/Version: All
            Status: NEW
          Keywords: needsAgreement
          Severity: normal
          Priority: P2
         Component: Core

The XML schema spec defines the following for id constraints:

Each constraint declaration has a name, which exists in a single symbol space
for constraints.

We need to clarify the same for SML id constraints. We should also clarify
whether this symbol space is disjoint from the xml schema constraint symbol
space or whether it overlaps it.
