The proposal in comment #6 mentions "particle" many times. It should actually
be "element declarations" that are "contained" in the complex type. This change
covers cases where substitution groups are involved.

If a substitution group head is contained in a complex type, then the members
are also "implicitly" contained. These implicitly contained element
declarations should also contribute to {*ConstrainList}.
