Discussion focuses on the Substantial Conformance example document, and how to best proceed evaluating the examples and format presented. 2. The examples are useful in capturing industry conformance criteria, potential issues, and alluding to policy suggestions. 3. New use cases can/should be added to capture a broad sense of industry requirements. Document organization suggestions have been made to identify the challenges. 4. The examples provide a meaningful stepping point for conformance outside of specification and potential justifiable exemptions. 5. When considering exemptions criteria to specification, we should consider the result. Is the content being made accessible or not?
