[Issue Severity] meeting notes, week 3

The Issue Severity subgroup<https://github.com/w3c/silver/wiki/Issue-Severity-Subgroup> met on Wednesday. Minutes for this week, and previous weeks, are linked to on the wiki page.

We:

  1.  Continued to work on the spreadsheet of issues<https://docs.google.com/spreadsheets/d/1MEdnI4CvrTlq1843MZfWLaIBGmoGXXQPpUOhEY1NgV4/edit#gid=1547267797>, which list functional and user needs.
  2.  Homework for the group is to continue fleshing out that document.
