CFC - Publish WCAG 3.0 as FPWD

AG Working Group and Silver Task Force members,


We have received substantially positive feedback leading up to this CfC,
but also received five objections:

The objection on relationship to WCAG 2 resulted in wording change to the
abstract, after which the objection was withdrawn:

The AG agreed today with the proposals to address the objections with an
editor's note in the Background on WCAG 3

of the FPWD and by adding a section to to the Acknowledgment appendix of
WCAG 3 FPWD recognizing Participants who made notable contributions to the
creation of this document

of the FPWD. The objectors have not, however, withdrawn the objections as a
result of these changes, and the chairs have not been able to find a path
that seemed agreeable to participants of the Working Group and the
objectors.


Therefore, because of the otherwise broad support, this CfC is agreed on as
a consensus with objections of the Working Group. We expect to treat the
objections as Formal Objections which will be reviewed by the Director in
context of the request to transition the document to First Public Working
Draft.
