Re: scribing overview

Thanks for the ask Sheri.  I have updated the Scribe Documentation 
<https://docs.google.com/document/d/1zDV9uZEryZc2OeM88QLOYu9KCsqaUxspeBqc-foq648/edit> 
to include the queue management.  Now that we are using it more, it is 
good to have it for everyone.  There is the individual information in 
the basic section and the Queue management in the Scribe section.

I also added a link to the official Zakim guide that includes a dazzling 
array of all the features in  the IRC bots.  I learned some new ones 
that have been recently added including a new Questions tracking 
feature!  I didn't add it to my document because I am trying to keep it 
simple, but it is an interesting new feature to try out.
