== Summary ==
* We reviewed changes to the Editors Draft
<https://w3c.github.io/silver/guidelines/> based on the feedback
from the AGWG meeting. Editorial changes are in process. Michael
showed templates for the How-To. He will have a template for the
Methods by next week. They are in simple HTML now, and styling can
be added later.
* Substantive changes were proposed in the Consistency spreadsheet
where Sarah took the existing content and organized it in columns so
we could evaluate what should go where. This was a very useful
exercise and a number of recommendations came from that. We also
used it to address a solution to Jake's comments about the need for
a test for each functional outcome when no Method applied.
o There is a new flowchart for the architecture

as proposed (pdf document). Also of note is that we have
changed the many-to-many relationships to one-to-many
relationships.
o We proposed changing the term Method to Technique. This was
intended to simplify, but several people disagreed that it would
be more confusing to change the name, since WCAG3 Technique
would be different from a WCAG2 Technique. The group resolved
to stay with the term Method.
o We agreed to change "Functional Outcome" to "Outcome". Simpler
and there were too many "Functional ..." names.
o We adopted the proposed changes as recommended in the
Consistency spreadsheet including an AND vs OR distinction
between Outcomes and Methods. That is, if what is needed to
implement a guideline is [this result] AND [this result] AND
[this result], the each [this result] should be a Functional
Outcome. If there is [this action] OR [this action], they
should be Methods under the Outcome. This also allows the
Functional Needs of the Guideline to pass more smoothly to the
individual Functional Outcomes and the Methods without a
many-to-many relationship.
* We discussed the proposed solution to Jake's concern of a test for a
Functional Outcome that did not have a Method. (This was also a
concern of David McDonald's last February). We are proposing a
Fallback Method if none of the other methods apply. This could
happen in the case of:
o proprietary technology
o emerging technology
o AGWG hasn't written the method yet
* We generally agreed to the idea, but did not have agreement on the
name when the time ran out. We will continue the discussion on
Tuesday.
