RE: agenda for Silver XR meeting of 22 October 2020

We discussed the TPAC meetings (sorry, not minuted) and then next steps for the XR sub-group.

The consensus was to aim for an XR Strategy Whitepaper Draft (in W3C parlance, something that might eventually be published as a Working Group Note) as a near time objective to help develop a road map.  But we also have a simultaneous need for literature review.  Those two activities have very different methodologies.
