RE: CFC - Publish WCAG 3.0 as FPWD

0 to +1 - Thank you for the extension to review the CfC. Prior to COVID, I had the pleasure of participating actively within the Task Force on 1.1.1 and subsequently, truly regret not having the ability to contribute more time to the significant work conducted by the Task Force in the last several months.

From a UX perspective, it is my hope that Silver would be a standard that includes and exemplifies the following (and this is my understood mapping to the current structure):

  * Clear guidance that defines how to meet people’s needs --> “Guidelines”
  * Testable statements with consistent outcomes (the principle of and reason for our participation in the creation of the Accessibility Conformance Testing (ACT) Rules Format 1.0<https://act-rules.github.io/rules/> that identifies the applicability, assumptions and expectations related to the use of a page element – then multiple ways, through the definition of various code examples - to pass or fail the corresponding success criteria.) --> “Outcomes”
  * A framework for the regular practice of co-design with persons with disabilities, so new understandings, solutions and challenges to guidelines and approaches can take shape and be applied, daily on a micro-level, within design and development teams. It supports the line of questioning: Is this design, content or digital property/format causing barriers to (these individuals)? --> “Methods”
  * An opportunity to reduce fear of non-compliance and confusion over requirements and to be a clear, practical and reliable example of actionable and effective inclusive digital design. On one hand, firm coverage of the needs of a larger number of people, and at the same time, ongoing and evolving input to include what we don’t yet know, but need to support, for others through research and co-design.

I appreciate and am aligned with Melanie Phillip’s point below on more testing of the conformance model and defining Silver and Gold conformance.

  * 0 - Deque believes that WCAG 3 in its current state is not optimal to solicit public feedback. There are a variety of areas that are close to completion, which we believe would improve the reception of WCAG 3's FPWD. Examples include testing the conformance model, working out the basis for Silver and Gold conformance, and conformance for things other than pages and processes (examples: parts of pages. entire sites). We respect the desire of the chairs to show progress on WCAG 3, and so do not object to the publication.

I hope my colleagues at Siteimprove will be able to participate shortly following the publication of the draft.

Best regards,
Jennifer.
