== Summary == We reviewed the format of the virtual F2F last week. People thought that 2 hour blocks widely separated worked well. Putting the ACT agenda item at a time when it was late at night for Europe didn't work, as most ACT members are in Europe. But given the short time to change the agenda to virtual, it was well done. We started to dig into issues raised at the F2F. We took the example that John Foliot created about partial credit for headings <http://john.foliot.ca/demos/HeadingsTestOne.html> and started looking at where this information should be stored in the Silver structure. We started working through the Functional Needs and how that could be tested. We captured it in the Headings draft document <https://docs.google.com/document/d/1TgFWsggRNiUYU_N9GPCvU1KUhexiRWjYTelTKZPMAOE/edit#heading=h.f1fjoyy314sg>.
