== Summary == * We adjusted the schedule to allow the second proposal to present on Friday 7 August. The AGWG is invited. * As a temporary agreement to advance the work, the Functional Outcomes will use the model in the Content Creation Process <https://docs.google.com/document/d/1gfYAiV2Z-FA_kEHYlLV32J8ClNEGPxRgSIohu3gUHEA/edit#heading=h.s6cmfinlgb3q> (the two clause model). We can revisit this approach after the First Public Working Draft. * We recapped the presentation of the first conformance proposal at the AGWG meeting on28 August. We discussed potential solutions to concerns that were raised. * We decided that the work of the Functional Needs subgroup will not be directly included in the First Public Working Draft of WCAG3. We will reference an external document with the developing work on Functional Needs. This supports a longer term W3C direction have a separate document for Functional Needs to be able to reference the Functional Needs more broadly with other W3C Working Groups. * We discussed an Editor's Note to put in the Conformance section to address how the Conformance Model addresses issues raised in the Challenges document. Proposed: Ed Note: This is a useful start at least of which is likely to remain, so please comment; however, there are conformance implications not addressed and we mean to attempt addressing them--see Challenges with Accessibility Guidelines Conformance and Testing, and Approaches for Mitigating Them <https://www.w3.org/TR/accessibility-conformance-challenges/> RESOLUTION: As a temporary solution to advance work, we are accepting the 2 clause model for Functional Outcomes, for use in FPWD ** RESOLUTION: As a temporary decision to move the work forward, we are not going to directly include a list of functional needs in WCAG3, but will reference the external document from the Functional Needs subgroup.
