In the document on measurement (if not already there), what about including " comparisons of task completion scores between PWD and other populations" as a possible measurement factor? In other words, do statistical analysis (or another acceptable method) of task completion scores involving PWD populations and task completion scores involving other populations; if statistically significant differences are found, then in a "top-down" fashion, investigation may be undertaken as to what accessibility factors might cause these differences. Such an investigation may involve gathering data from task completion participants using questionnaires or other means. This may be more involved and time-consuming than a strictly "bottom up" approach to making web content accessible, but the findings might be interesting. Just a thought.
