Minutes of Silver meeting of 18 October 2019

*Summary*

   - Reviewed the granularity questions for alt text grouping
   <http://lists.w3.org/Archives/Public/public-silver/2019Oct/0042.html> in
   order to clarify things for those on the call, but explicitly not in order
   to come to a conclusion for how to manage that grouping (since nobody from
   team alt text could make today's call).
   Results:
      - We group SCs by common guidance, expressed by functional user
      needs. The core guidance and goals of SC 1.4.5 Images of Text
      <https://www.w3.org/TR/WCAG21/#images-of-text> and SC 2.5.3 Label in
      Name <https://www.w3.org/TR/WCAG21/#label-in-name> each belong in
      their own groups, regardless of whether still tag them as
related to other
      groups.
      - Next Tuesday, we'll talk through whether we should consider SC
      1.4.5 Images of Text <https://www.w3.org/TR/WCAG21/#images-of-text>
      and SC 2.5.3 Label in Name
      <https://www.w3.org/TR/WCAG21/#label-in-name> as a part of the alt
      text group because one particular implementation of Images of Text
      mentioned in Label in Name dictates how you must meet SC 1.1.1
      Non-text Content <https://www.w3.org/TR/WCAG21/#non-text-content>:
      "For user interface components with labels that include text *or
      images of text*, the name contains the text that is presented
      visually."
      *(this implies a requirement for the alt text of that image)*
      - Other questions worked through:
      - Q: How to handle when IP (intellectual property) concerns come up?
      A: Bring them to Jeanne and Shawn before anything related goes into
      things we write.
      - Q: What exactly will go into the First Public Working Draft?
      A: Probably some subset of content projects called out in our Silver
      Content
