The Silver Research identified common problems with WCAG 2.x conformance that we wanted to address in Silver conformance. The Silver group did a lot of work in 2018 on the Silver Conformance Prototype that we thought the current group needed to know. In particular, the work we did on structural bias that favors certain disabilities over others is critically important as we sit down to finalize a conformance system. Last weekend, Cybele and I went through 35 pages of email threads from 2018 when we were working on the Conformance prototype. As we worked through them, we found common threads of discussion on the important issues of what we want to measure. We condensed and organized them into this document. It's now 7 pages long with 7 pages of appendix with references and some of the original discussion threads.
