Minutes of the Silver Conformance subgroup

Minutes are light -- mostly links to explanations. We had two new 
members who needed background, so much of the meeting was repeating how 
we got here and what we want to accomplish.

We agreed to continue the work on evaluating the Conformance proposals 
by discussing the pros and cons documents. We have three so far.  They
