   accessibility guidelines, which seems perfectly valid to keep.

   The Guidelines support the regulatory environment with clarity
   and transparency of intent. Guidelines can be used in
   developing regulation and resolving litigation.

   explaination that in court setting (1) having a standard, and
   (2) demonstration that other sites are meeting the standard --
   does away with with assertions about accessiblity being an
   undue burden.

   The guidelines strive to recognize that people with
   disabilities have individual needs and are important
   contributors to accessibility.
