looked at the Low Vision Task Force's document of user needs 
"Accessibility Requirements for People with Low Vision

and copied some of the language into the WCAG to Silver Migration Map.  
It is not complete and will be taken up on Tuesday.

* The group discussed the Issues and Exceptions document and started 
into the Issues listed.  An exception covering the needs of large, 
complex or dynamic sites was moved into the Issues.

* The group started the discussion of issues.  #1 is a meta goal to make 
conformace more aligned with the experience of people with disabilities, 
noting that people with different disabilitites can have different 
experiences.  #2 is postponed until other issues are addressed.

* The group started discussion of different measurement types. We 
discussed the problems of using severity as a measurement (that people 
with cognitive disabilities may be able to work through one "difficult 
instead of blocking", but taken in totality of the site experience, it 
becomes blocking.  We briefly discussed ease of workaround (which needs 
more discussion) and we will talk next meeting about "number of groups 
impacted"
