== Summary == * The permission problem with Tuesday August 20 Conformance minutes <https://www.w3.org/2019/08/20-silver-conf-minutes.html> has been fixed * The group discussed SC 1.4.4 Resize text <https://www.w3.org/TR/WCAG21/#resize-text>, SC 1.4.5 Images of Text <https://www.w3.org/TR/WCAG21/#images-of-text>, SC 1.4.9 Images of Text (No Exception) <https://www.w3.org/TR/WCAG21/#images-of-text-no-exception>, SC 1.4.8 Visual Presentation <https://www.w3.org/TR/WCAG21/#visual-presentation>, SC 1.4.12 Text Spacing <https://www.w3.org/TR/WCAG21/#text-spacing>. We looked at the Low Vision Task Force's document of user needs "Accessibility Requirements for People with Low Vision <https://htmlpreview.github.io//?https://github.com/w3c/low-vision-a11y-tf/blob/jim-edits/requirements.html#spacing>" and copied some of the language into the WCAG to Silver Migration Map. It is not complete and will be taken up on Tuesday. * The group discussed the Issues and Exceptions document and started into the Issues listed. An exception covering the needs of large, complex or dynamic sites was moved into the Issues. * The group started the discussion of issues. #1 is a meta goal to make conformace more aligned with the experience of people with disabilities, noting that people with different disabilitites can have different experiences. #2 is postponed until other issues are addressed. * The group started discussion of different measurement types. We discussed the problems of using severity as a measurement (that people with cognitive disabilities may be able to work through one "difficult instead of blocking", but taken in totality of the site experience, it becomes blocking.
