Minutes for today's (8/20/2019) Silver Conformance Call (???)

Note that I usually wait for the link to render, and this time the link is producing an error for me (though I've confirmed it's the correct link).  Should this link fail, I have made a copy of the minutes and I can work out with our leads how best to propagate those minutes.  Hopefully the link works for others and this will not be required.
