I have created a document that is near complete. Sections in progress are marked.

I feel this is ready for review to contribute to our ongoing discussion on conformance.

Perhaps other collaborators can help complete.



The gist is that I am suggesting 3 possible sets of heuristics to test as part of the conformance prototype:

Modality based; Principle based; and Impact based.
