afs has just created a new issue for https://github.com/w3c/data-shapes:

== Keywords `BASE`, `PREFIX`, `IMPORTS` should be case insensitive. ==
`BASE` and `PREFIX` are case-insensitive in Turtle.

Making the directive keywords case policy align with Turtle would be helpful.

Note: the fact they are case-sensitive is mentioned in appendix A: https://w3c.github.io/shacl/shacl-compact-syntax/#iana-considerations
