[data-shapes] Tag tests for optional features and define engine parameters for tests (#431)

bergos has just created a new issue for https://github.com/w3c/data-shapes:

== Tag tests for optional features and define engine parameters for tests ==
If we define tests for optional features, those tests will fail if the implementation doesn't support the features. It would be necessary to tag the tests for optional features for filtering.

Some tests may require running an engine with specific parameters. The parameters must be attached to the tests for automatic testing.

Do we want to support such tests? Which features would be affected (current, upcoming, past), and which tests?

- #409 feat: #192 add severity levels that are not violations
  - treat sh:Info and sh:Warning non-violating based on options passed to the engine.
- #426 SPARQL: Drop support for $shapesGraph and $currentShape as pre-bound variables
