W3C HCLS dataset description note - minutes

  Today we had Alasdair, Michael, Erich, Joachim, and I on the call.
We discussed:

#82 - use of IRIs for dcat:theme, dct:accrualPeriodicity,
sd:namedGraph, void:subset
#80 - specification of void:sparqlEndpoint (SHOULD, SHOULD NOT, SHOULD NOT)
#79 - replace dcat:format with dct:format
#78 - IRIs must be used with dct:creator / dct:contributor; guidance
note to describe how to use if no IRI such as ORCID available

issues discussed
# 74 - uses cases are expressed differently; some articulate specific
metadata fields, while others don't. While guidance text was initially
provided, we should revisit these and ask contributors to fill out
missing sections. Michael and Michel to follow up.
# 72 - feedback from Melissa.
 * the current document indicates that creators and contributors
should be associated with versions and distributions, but not the
summary level. overall lists of contributors can be obtained from the
aggregation of version and distribution descriptions.
 * link to publication. we use cito:citesAsAuthority to provide a link
to a publication that is relevant to the dataset. CiTO contains other
relationships that to distinguish other kinds of relationships
 * publisher. we will provide more detail as to what publisher means
by referring to the definition for  dct:publisher
#81 - enhanced statistics. Vladimir provided an example of using
http://ldf.fi/void-ext to describe subject and object class. seems
promising, but more discussion required.
#83 - void deployment. We agreed that we should have some section
regarding deployment of the dataset description files. we agreed that
for SPARQL endpoints, we would refer to other recommendations.  We
wonder whether we need to include a void:datasetDescription
