SPARQL Endpoint declaration in dataset description

Hi All,

I have just added the below comment in the dataset description note

We have a mismatch here between the description and practice.

In practice, the SPARQL endpoint is associated with the latest version of the dataset and typically you cannot get previous versions.

Perhaps the property should be associated with the summary level description on the understanding that it is where the latest version of the RDF data can be queried.

We should discuss this at the call today
