Our NCBO funders, our advisors, and ourselves require that we know who is using our services and what they are doing. IP address is not enough. We need the names of real people and we need their projects. We aren't using APIKEYs to attempt to block bots or to do rate limiting - though we may eventually do the latter. Given that we require APIKEYs for the above stated reasons it would make sense to try to also use them for this purpose rather than the "blunter instrument" of rate limiting by IP address. Ray
