Yes, I agree. It was partly a naming problem (which should get corrected in the way you propose) and partly a utility problem.  I'd like to see us focus down on the specifics that are imposed by the use case template i provided.   So, yes, it makes sense and yes I think the template I provided should replace the current template in name, but the current template should not go away, just shifted in the process to preceded the one I provided.  And in fact, the process usually starts with a description as it currently exists and then we go through the process of narrowing it down to *one of* the many that are implicit in the business case.  That was actually my intent -- to narrow our focus so we can be specific and proceed efficiently.   Thanks for articulating it.

I think that the current HCLS UC Template is aimed more at being a higher-level “scope and boundary of proposed activity” template than a formal “use case for software development” template.  As such, perhaps the name “Use Case Template” is not quite correct and maybe “Business Use Case” or “Business Scope Definition” might be better.  In the end, I think that both templates are useful since a single instance of the current HCLS template would naturally give rise to multiple instances of your template, all of which would flesh out component various operational threads of the upper-level use case/business scope defined in the current HCLS template.

Does this make sense to you, or do you think your suggested template could/should replace the current HCLS template?
