From the point of view of someone who needs something that works now: RDF/XML supports both document-level statements and reification; the main issues are that 1. RDF/XML doesn't allow you to package several documents (with metadata) into one file, and 2. tools don't support reification well (just try writing a SPARQL query that queries statements about statements).
