In general yes.  I think it then would be great if a semantic description of technical documentation would be aligned with other semantic description of content that often appears in (digital) book form. Here the W3C digital publishing interest group <http://www.w3.org/dpub/IG/wiki/Main_Page> may be of interest for you. They are working on mechanisms to identify typical book semantics using ARIA, see slides 11 - 13 in this presentation <http://w3c.github.io/dpub/dia-del-w3c-2015-10/index.html?full#11> for background and an example. Looking into what is being developed in that group and trying to be in sync may help a lot also with tool support of this semantics e.g. in browsers or eBook readers.
