CfC: drop "Local Presentation Mode" from the CG Charter scope, respond by 7 July

This is a Call for Consensus to drop the Local Presentation Mode extension from the Second Screen CG Charter scope following the vF2F resolution [1].

Rationale: The Site Initiated Mirroring API [2] and Multi-Screen Window Placement API [3] address the uses cases of this feature.

Please let us know by 7 July 2022 if you have concerns with this scope change.

This proposed change is staged in a PR at [4] for your review and comment. GH reactions are appropriate signals of support.
