CfC: Publish a First Public Working Draft of Open Screen Protocol

This is a Call for Consensus (CfC) to publish a First Public Working Draft (FPWD) of the Open Screen Protocol using the Latest Editor's Draft as its basis:

Please indicate as a reply to this mail if you have any concerns with this plan by 9 Mar 2021. Silence is considered consent.

We aim to publish the FPWD no earlier than 10 March 2021 to give time to address the identified editorial issues (or note them in the spec inline) per discussion on today's 2021 Q1 virtual meeting [1], specifically:

• Make a required/default remote playback state table

• Meaning of receives-audio and receives-video capabilities
  https://github.com/w3c/openscreenprotocol/issues/200


• Do agents need to support the Cookies extension

  https://github.com/w3c/openscreenprotocol/issues/220


• mv value needs encoding specified
  https://github.com/w3c/openscreenprotocol/issues/239


• Use the same codec names as the media APIs
  https://github.com/w3c/openscreenprotocol/issues/233
