@mfoltzgoogle, I updated the PR with suggested names and fixes but did not change the reconnect procedure. I believe it is correct and matches the vision you expose above, in particular that "there can be multiple controlling contexts in the same browser connected to one presentation" and "only one connection with a given (url, id) per controlling browsing context". (The part that was wrong was indeed the assertion that this was not the case in the definition of the set).
