**ACTION**: Mark to define a presenting browsing context that sets an 
empty initial state. Including storage and permissions.

interacts with Availability

Presentation API and that audio/video will be done in a separate 
specification
**ACTION**: mfoltzgoogle to propose wording to prevent mixing HTTP and
