Thanks for the feedback @aurioldegbelo SSN-ext was a non-normative extension, published to trigger feedback for a potential addition in a future edition of SSN. `ObservationCollection` has been added to the core SSN Ontology (i.e. in the `sosa:` namespace) in a new edition of SSN which is not quite complete, but available here: https://w3c.github.io/sdw-sosa-ssn/ssn/ There are no cardinality restrictions on collection properties.
