The [XML Schema Datatypes](https://www.w3.org/TR/xmlschema11-2/#dateTimeStamp) rec specifies that `xsd:dateTimeStamp` is a _specialization_ of `xsd:dateTime`, Requiring the optional time-zone information to be present.
