ajnelson-nist has just created a new issue for https://github.com/w3c/sdw: == Can a LICENSE file be added to this repository? == I have some contributions I would like to make against an artifact in this repository. I believe the artifact is not a normative reference of any existing W3C Recommendation or Candidate Recommendation Draft. However, I do not see a LICENSE file in this repository, so I am not sure if there are any restrictions on artifact modification within this repository. I see from [Issue 1036](https://github.com/w3c/sdw/issues/1036) there is some kind of license that applies, but I'm unsure if it's inlined anywhere in a way that's scoped to this repository or one of its file folders. Can a LICENSE file please be provided?
