clients and data sources both need to be present - the "Linked Data Web" is not operationally useful and the clients arent there - so hard to really say if it will work or not... need to build client capabilities into potential useful tools that can work with temporary data, and wait for the next cycle of "oh dear we made a lot more fragile API based identifiers".
