MapML proposal explainer

Hi maps4html,

I spent some time writing an explainer about the MapML proposal for HTML, from NRCan and the OGC community, which might be worth reading if you're not familiar with the ideas developed by the community so far.  It's hopefully easier going than reading a specification.
