SSN does indeed have a builtin "process" concept (newly called "procedure" ) with ssn:hasInputs and ssn:hasOutputs . I believe it used to be a process in the old ssn just because of Sensorml.  Also if you look at the old ssn finalreport it developed a (slightly buggy) rdfa approach for marking up sensorml with ssn ontology concepts. I think this is not what you mean, but it might be a good place to start?
